# Présentation générale de la filière

La méthanisation<span style="mso-spacerun: yes;"> </span>est un processus naturel de dégradation biologique de la matière organique dans un milieu sans oxygène due à l’action de multiples micro-organismes (bactéries). Elle peut avoir lieu naturellement dans certains milieux tels que les marais ou peut être mise en œuvre volontairement dans des unités dédiées grâce à un équipement industriel appelé « méthaniseur ».

Le règlement 1099/2008 sur les statistiques de l’énergie définit le biogaz comme :

> « un gaz composé principalement de méthane et de dioxyde de carbone produit par digestion anaérobie de la biomasse ou par des procédés thermiques à partir de la biomasse, comprenant la biomasse des déchets.

La filière biogaz peut être décomposée en trois sous-filières, segmentées selon l’origine et le traitement des déchets :

- La méthanisation de déchets non dangereux ou de matières végétales brutes : les intrants de ces installations sont des déchets agricoles, de l’industrie (principalement alimentaire) et la partie biodégradable des déchets ménagers. Les installations importantes sont dites « centralisées » ; tandis que celles de plus petite dimension sont dites « à la ferme ».
- La méthanisation de boues de stations d’épuration des eaux usées (STEP) : les boues et graisses de stations d’épurations ont un fort potentiel méthanogène, qui permet de produire un biogaz particulièrement riche en méthane.
- Le biogaz des installations de stockage de déchets non dangereux (ISDND) : ce biogaz, communément appelé « gaz de décharge », est produit naturellement puis capté.

Le biogaz, produit dans des méthaniseurs ou capté dans des décharges, peut ensuite être soit brûlé pour une utilisation sous forme de chaleur seule, d’électricité seule ou de cogénération (chaleur et électricité), soit épuré pour en extraire le méthane. Ce biométhane peut ensuite être injecté dans les réseaux de gaz naturel ou utilisé comme carburant (bioGNV). Le taux de méthane dans le biogaz peut varier d’une installation à une autre.

# Approche(s) méthodologique(s) de référence(s)

Le bilan physique du Biogaz repose sur une estimation indirecte des productibles primaires à partir des données de production annuelles disponibles par installation ou, par défaut, à partir des données prévisionnelles des dossiers de demandes de subventions. **L’approche de référence consiste donc à une compilation croisée des données brutes disponibles par installation selon un principe d’inventaire des installations agrégé**.

#### Limites d'interprétation des indicateurs issus de l'application de l'approche de référence

En l’absence de données fiables sur les ressources méthanisées (provenance, type), l’approche ne permet pas, encore, de cerner les questions de dépendance énergétique des territoires à échelle fine, ni de situer le niveau d’interdépendance des territoires les uns aux autres en matière de ressource. Une traçabilité fiable des produits méthanisés permettrait une meilleure compréhension des flux de matière depuis leurs sites de production jusqu’à leur utilisation finale mais aussi une meilleure appréciation des risques de ruptures d’approvisionnement éventuels et une connaissance accrue des échanges commerciaux entrants et sortants à ce sujet à l’échelle régionale/territoriale.

#### Points de vigilances dans la mise en œuvre de l'approche de référence  


**Périmètre/données :** certaines régions disposent de moyens plus conséquents que d’autres dédiés au référencement et au suivi les installations présentes et en fonctionnement sur leur territoire. En conséquence, l’étendue du repérage des installations déployées (installations non raccordées au réseau notamment) et l’actualisation des données caractéristiques (arrêts, modifications) peut varier.

#### Comparaison avec la méthode pratiquée dans le cadre du bilan national

Le bilan physique de la biomasse solide effectué à l’échelle nationale par le SDES est fondé sur une approche similaire. Il diffère cependant en partie sur les sources de données mobilisées qui sont, au niveau France exclusivement issues d’enquêtes nationales. Les échanges extérieurs et les variations de stocks sont négligés à l’échelle nationale et territoriale. La production primaire est supposée égale à la somme des consommations

#### Procédure de traitement des données sources

L’application de l’approche « inventaire des installations », consiste, concrètement, à établir (et suivre) le bilan des consommables et des productibles des installations de valorisation énergétique du territoire. Ce bilan s’appuie en premier lieu sur l’identification des installations en fonctionnement et leurs caractéristiques.

Il n’existe pas de base de données nationales exhaustive sur les installations de méthanisation en France. Les installations de ce type sont généralement suivies par les cellules biomasse portées par les Régions et les DREAL dans le cadre du Schéma Régional Biomasse. Une partie des installations sont soumises à déclaration ou autorisation et sont à ce titre connues des services déconcentrés de l’Etat. La procédure de référence consiste à compiler les données brutes des installations référencées dans le cadre du suivi du Schéma Régional Biomasse. Selon les régions, ces données peuvent être limités à la liste des installations subventionnées et de leurs caractéristiques initiales ou intégrer les évolutions conjoncturelles de celles-ci (modifications, arrêts) ou encore les données de fonctionnement annuelles dans le cas ou des enquêtes sont organisées à fréquence régulière.

Selon les cas, des traitements plus ou moins complexe peuvent être requis afin de palier aux manques d’informations nécessaires à la production des indicateurs territoriaux : territorialisation des données à la maille requise, sectorisation des données de consommation, historisation, estimation des consommables (y compris appoint) selon la nature des ressources valorisées et des productibles annuels selon la nature de l’installation (avec ou sans réseau de chaleur), de l’exploitant (auto-consommateur, auto-producteur, producteur) et des vecteurs énergétiques produits (chaleur, électricité, gaz).

Le croisement de la table obtenue avec les données locales de consommation des réseaux de chaleur et des données de production d’électricité et de gaz disponibles sur l’Open Data Réseaux Énergie permet de valider et ajuster le cas échéant les données caractéristiques des installations et les données annuelles de production et de consommation des installations en cogénération ou en injection.
